Amended and ratified at the General Assembly during the first conference held on June 19, 2001. 

 

 

Preamble:

 

On the margin of the international conference for supporting the Palestinian uprising “Intifada” held at Teheran on April 2001 and with the participation of 50 parliamentarians from different countries, for defending the Palestinian cause and the rights of the Palestinian people, and for mobilizing the Arab, Islamic and international resources.

 

Article 1: Name and Nomenclature:

 

The International Union of Parliamentarians for Palestine was founded as an independent non-governmental organization. 

 

Article 2: Constitution:

 

The Union includes former and current members of representative or parliamentarian councils whose stances concur with the objectives and policies of this union.
  
Article 3: Objectives:

 

1/3- Supporting the Palestinian cause in all circles and defending the full rights of the Palestinian people.
 
2/3- Supporting and assisting the right of return of all Palestinian Refugees to their land and home.

 

3/3- Supporting and assisting the right of the Palestinian people in liberating its land, in self-determination and establishing its state on its territory, having Jerusalem as its capital.

 

4/3- Working to save Jerusalem from occupation and pledging to defend its Arab and Islamic identity in order to face the plans and procedures of Judaicization, and to protect its Islamic and Christian sacred places.

 

5/3- Consolidating the presence of the Palestinian people in its land by assisting and supporting its resistance against occupation in all its forms, and providing Palestinians with all essential elements for their steadfastness and the continuation of their glorious Intifada on their national soil. 


6/3- Deep sensitization and spreading awareness on the aggressive, terrorist and racist nature of the Zionist entity as well as the hazards on security and peace in the world it causes. Exposing its expansionist objectives and inhuman practices and crimes against the Palestinian people and the sacred places, and seeking the expulsion of the Zionist entity from international institutions.

 

7/3- Condemning the American wars in general, and also the threats by the United States to the Arab and Islamic states because of their support to the Palestinian cause.

 

8/3- Seeking to spread a culture of resisting the normalization of relations with the Israeli occupation, and a culture of boycotting both the American and Israeli products.

 

9/3- Adopting the causes of the Palestinian people and putting an end to their suffering under the occupation and in its prisons; seeking to defend the interests of the Palestinian people in Diaspora; and from the viewpoint of the civil rights of the Palestinian refugees.

 

10/3- Unveiling the regional and international attempts aiming at liquidating the Palestinian cause, and warning of the danger of these proposed initiatives.

 

11/3- Exposing the dealings of every state or organism in supporting the Zionist entity against the objectives of the Palestinian people as well as exposing the policies of such states and boycotting them economically.  

 

Article 4- Means:

 

4/1- Effective participation in the international circles in order to support the Palestinian people in regaining its rights.

 

4/2- Working in legislative and parliamentarian councils on promulgating laws and legislations that support the Palestinian people and condemn the Zionist entity and its practices.

 

4/3- Coordinating and cooperating with NGOs and the organizations of the civil society to support the Palestinian people.

 

4/4- Sensitizing the international public opinion on the tragic situation under which the Palestinian people is living.

 

4/5- Continuous legal follow-up in the UN and all international organizations so as to enable the Palestinian people to regain its legitimate rights.

 

4/6- Adopting all means of communication and holding symposiums and conferences for spreading the culture of resistance in all its forms.

 

4/7- Contacting Arab, Islamic and international official governments and departments and prompting them to assume their roles in supporting the Palestinian people and its just causes.

 

4/8- Communicating with the Arab and Islamic communities all over the world and prompting them to undertake their duty towards the Palestinian cause.

 

4/9-  Working on providing support in all its forms to the Palestinian people  in order to strengthen it and to consolidate its legitimate resistance.
 

Article 5- Policies:

 

1/5- Adopting objective dialogue as a mean and method of communication with all organizations, institutions and states in order to cooperate with them in achieving the objectives of the Union.

 

2/5- The Union cooperates with parliamentarian and judicial personalities as well as with Arab, Islamic and international organizations and Human rights' institutions so as to achieve its objectives.

 

3/5- The Union does not interfere in the internal affairs of any state; however it asserts that the Palestinian cause is an Arab-Islamic-humane cause.
   

Article 6- Organizations of the Union:

 

1/6- The General Assembly.

 

2/6- The Executive Committee.

 

3/6- The Regional and Secondary Branches.


 Article 7- Headquarters of the Union:

 

The Union chooses Beirut as its headquarters and it may establish regional and secondary branches where deemed necessary.
