The Union's By-Laws

Adopted at the General Assembly during the first conference held on June 19, 2002.
Amended at the General Assembly during the second conference held on February 25, 2005.
First: The General Assembly:
Article 1- Nature and Constitution of the Assembly:
- 1/1- It is the fundamental organization of the Union. It comprises all members whose membership has been approved in compliance with the articles of association.
Article 2- Tasks and Competencies of the Assembly:
- 2/1- Ratifying both the Articles of Association, and the By-Laws of the Union.
- 2/2- Defining the general policies of the Union in view of its articles of association.
- 2/3- Electing the secretary general, the deputy of the secretary general, the members of the executive committee, and five reserve members.
- 2/4- Controlling and following-up the works of the executive committee through discussing and ratifying the administrative and financial reports of the Union.
Article 3- Meetings of the Assembly:
- 3/1- The Assembly holds a regular meeting once every two years.
- 3/2- The Assembly may hold an extraordinary meeting by convocation of the secretary general, and/or upon request of the executive committee or pursuant to the request of one third of the members of the general assembly.
- 3/3- The meeting is to be considered legal when the absolute majority of the general assembly is present. In the event that the quorum has not been formed, then a convocation for another meeting shall be made in 24 hours, and the second meeting shall be considered legal with the attending members and its resolutions are adopted by the absolute majority of the participants (except for the amendment of both the articles of association and the by-laws, the discharge of the secretary general and the executive committee, and the dissolution of the Union).
- 3/4- The periodical meeting examines the issues previously listed on the agenda as well as any new developments that may be added. As for the extraordinary meeting, it is limited only to discussing the issues listed on the agenda at the convocation of the meeting to be in session.
- 3/5- The resolutions of the assembly are made at the legal meetings by the absolute majority attending members.
Second: The Executive Committee:
Article 4– Nature of the Committee and its Constitution:
- 4/1- It is the executive committee, which is in charge of implementing the programs and policies adopted by the general assembly.
- 4/2- The executive committee is made up of a secretary general and eighteen permanent members as well as five reserve members all of which being elected by the general assembly.
- 4/3- The executive committee nominates among its members a secretary.
- 4/4- The term of membership of the executive committee is two years.
- 4/5- In case of inability for any reason whatsoever to convene the general assembly for electing the executive committee, the executive committee shall continue then to perform its tasks for a period of one year until the general assembly meets again for carrying out elections.
Article 5- Tasks and Competencies of the Executive Committee:
- 5/1- Executing the resolutions of the general assembly.
- 5/2- Adopting the general strategy of the Union as well as the annual executive plan, programs and projects in view of the Union’s objectives and the resolutions of the general assembly.
- 5/3- Adopting the interior regulations and the executive programs for the permanent and interim committees in conformity with the Union’s general policies.
- 5/4- Making the annual budget, the financial reports and the final accounting.
- 5/5- Submitting the periodical administrative report and the final accounting of the Union to the general assembly every two years so as to submit them to the said assembly.
- 5/6- Supervising the permanent, interim, regional committees as well as the subcommittees.
Article 6- Meetings of the Executive Committee:
- 6/1- The executive committee holds a meeting at least once every six months.
- 6/2- The meeting of the executive committee shall be considered legal with the participation of the absolute majority of its members.
- 6/3- The resolutions are adopted in the executive committee with the absolute majority of the participants.
- 6/4- Should votes be equal, then the secretary general’s vote shall prevail.
Article 7- The Secretary General:
- 7/1- The secretary general presides the general assembly, the executive committee and the participant committees. He is liable to the general assembly for all matters related to the Union.
- 7/2- He is elected for a period of two years renewable.
Article 8- Responsibilities and Competencies of the Secretary General:
- 8/1- Representing the Union in various circles and speaking on its behalf.
- 8/2- Supervising the administrative and executive affairs.
- 8/3- Pursuing the execution of the resolutions of the general assembly and the executive committee.
- 8/4- Notifying the concerned parties of the resolutions taken by the general assembly as well as its follow-up.
- 8/5- Proposing to the general assembly the dissolution of the Union.
Article 9- Tasks of the Two Deputies of the Secretary General:
- 9/1- Substituting the secretary general during his absence; assuming all of the latter’s tasks.
- 9/2- Assisting the secretary general in his duties.
- 9/3- Performing the tasks assigned to him by the secretary general.
Article 10- The Tasks of the Secretary:
- 10/1- Preserving the documents, minutes and memorandums of the executive committee.
- 10/2- Organizing the executive committee’s meetings and notifying the convocation to the members.
- 10/3- Registering the minutes of the meetings; elaborating the administrative reports related to the executive committee.
- 10/4- Following-up the resolutions and recommendations issued by the committee.
- 10/5- Managing the Financial Affairs of the Union under the supervision of the Secretary General.
- 10/6- Undertaking the task of organizing and documenting the operations of revenue and expenditure and financial records.
- 10/7- Regulating the budget and the accounting statements, and signing the documents and the financial ledgers.
- 10/8- Performing the tasks assigned by the secretary general.
- 10/9- Following-up the financial affairs, assisted by the chairman of the financial committee.
Article 11- The Regional Subcommittees:
- 11/1- The executive committee constitutes the following subcommittees so as to assist it in executing its programs; it may constitute regional subcommittees, of a temporary nature as deemed necessary for the interests and work domains of the Union.
- 11/2- The permanent subcommittees are:
a- The political committee and the international relations.
b- The media and cultural committee.
c- The judicial and legal committee.
d- The organizational committee.
e- The financial committee.
- 11/3- Every committee is made up of a chairman and a double number of members and it elects a chairman and a reporter from its members.
- 11/4- The executive committee ratifies and patrons the subcommittees’ operational programs.
Article 12- The Finances of the Union:
- 12/1- The finances of the Union comprise:
Annual fees of the members.
Financial aid, facilities, donations and grants that are decided by parliaments, individuals, governments, institutions, and official and popular organizations being approved by the executive committee.
- 12/2- Financial reports and documents are adopted after being signed jointly by the secretary general and the secretary, and a bank account for the Union is opened in one or several banks as deemed necessary of which is managed by the secretary general and the secretary jointly and/or separately.
Article 13- Amendment of the Articles of Association and the By-laws and Dissolution of the Union:
- 13/1- Amendment is performed by a majority of two thirds of the participating members in the general assembly pursuant to the proposal of the executive committee or upon request of ten members of the general assembly in a legal meeting.
- 13/2- The proposals of amendment are submitted to the secretary general one month at least prior to the periodical meeting of the general assembly so as to be distributed to the members.
- 13/3- The Union shall not be dissolved unless by decision of the general assembly with a majority of three quarters of participating members in a legal meeting pursuant to the proposal of the secretary general.
- 13/4- In the event of the Union’s dissolution, a liquidation commission made up of five persons chosen by the general assembly undertakes the full revision of all accounts, collecting all due amounts, settlement of all debts, determining and crediting all movables and immovable as well as all available assets, and delivering them to the Palestinian people through reliable channels or spending them in issues related to the Palestinian people.
Article 14 - Conditions of Affiliation and Membership:
- 14/1 – To be a current or former member in a representative, parliamentarian, consultative or legislative council.
- 14/2 - Commitment to the objectives, policies, and By-laws of the Union.
- 14/3- Carrying out the obligations of the membership.
Article 15– Obligations of the Membership:
- 15/1- Adopting the principles of the Union and its vision and seeking to achieve them.
- 15/2- Executing the decisions of the Union and harmony with its policies and postures.
- 15/3- Attending the meetings of the general assembly.
- 15/4- Participating in the activities and undertaking responsibilities delegated to him by the Union.
- 15/5- Paying an annual fee not less than hundred American dollar.
Article 16– Rights of the Membership:
- 16/1- Right of candidature and election in conformity with the By-laws.
- 16/2- Right of debate and giving opinion.
- 16/3- Right to examine the documents of the Union, its resolutions, deliberations and activities.
Article 17 – Cancellation of the Membership:
- 17/1- Death.
- 17/2- Resignation.
- 17/3- Violating the conditions of the membership or its obligations, hence by resolution of the executive committee.
- 17/4- Membership is frozen by resolution of the executive committee and referred to the general assembly for its cancellation.
