Definition:

IUPFP is an independent non-governmental Union constituted on the margin of the International Conference in Support of the Palestinian Uprising (Intifada), which was held in Tehran between 12-15/5/2001. Its establishment was made to the recommendation of more than fifty deputies who participated in the conference and belonged to more than fifteen nations from several continents of the world.

A temporary constituent body for the Union was formed at the time during a meeting held by the aforementioned deputies in one of the side halls of the conference. They also elected in the said meeting a temporary secretary general for the Union, MP Sayyed Ali Akbar Mohtashemi, who also holds the post of secretary general of the International Conference in Support of the Palestinian Intifada.

The participants unanimously voted the election and also ratified the articles of association of the Union comprising the objectives of the Union and the purpose of its establishment.

Most of the deputies who participated in the conference registered their affiliation, and after the elapse of approximately Five year since the establishment of the Union and by virtue of the interaction with Parliamentarians in several countries, the number has exceeded 325 affiliates pertaining to more than twenty-three nations.

The General Secretariat of the Union issued during the constituency stage more than one statement and letter signed by the deputies affiliated and addressed to the UN Secretary General and the Parliamentarians in the world regarding the fierce and oppressive violence to which both the Palestinian Cause and the Palestinian people have been exposed.

In June 2002, the International Union of Parliamentarians held its first conference in Beirut by convocation of its secretary general, and more than one hundred and fifty Parliamentarians affiliated to the Union attended the conference. During two days (18 – 19 June 2002 A.D.), the participants elected Mr. Ali Akbar Mohtashemi as Secretary General of the Union. They also elected an executive committee comprised of fifteen members, ratified the amendments of the articles of association, placed the detailed by-laws of the Union and issued in their final statement a list of recommendations and resolutions that outline the Union’s operational trends for the next two years.

The Second Conference entitled the Right of Return for the Palestinian People was held on Feb. 24-26, 2005 in Beirut. In this Conference the Union issued a Book entitled "The Right of Return: the Legal, Political, and Humanitarian Aspects", which includes the Second Conference's researches.

The Union has included its objectives and general policy in the articles of association that were ratified in its first conference. It also outlined its structure, detailed regulations, affiliation mechanism, decision making, execution mechanism and follow up for its work in the by-laws available on this site and which can be examined by whosoever needs to do so.

The main task of the Union’s work is oriented towards the establishment of a wider network of relations between the parliamentarians who sympathize with the Palestinian cause and its oppressed people, and the presence of the Palestinian cause in the Parliaments of several countries of the world is one of the most important operational objectives of the Union.

For that, we consider the participation of the Parliamentarians in defense of the Palestinian cause by virtue of their legal, legislative and parliamentarian positions to be a humanitarian obligation imposed by their free conscience, responsible humanity, rejection of injustice and oppression, love of freedom and respect of human rights.

Henceforth, we have the honor to invite all the Parliamentarians to affiliate to this Union so that they may join this blessed gathering and obtain the honor of participating in the defense of the holiest cause.
